Ramnagar, Uttarakhand – The Kumaon Divisional Commissioner, Deepak Rawat, conducted a comprehensive inspection of the Ramnagar Tehsil office on Monday, focusing on the efficiency of revenue work, pending court matters, and citizen‑related issues. He urged officials to adhere strictly to timelines and to accelerate routine procedures.

Zero Tolerance for Unjustified Delays in Court Files

While scrutinising the docket of cases awaiting court adjudication, the Commissioner warned that no matter should linger without a legitimate cause. He instructed the staff to hold regular hearings and to dispose of each case promptly, in line with statutory provisions, and to eliminate any avoidable hold‑ups.

Fast‑Track Land‑Use Applications (Section 143)

During the review of pending Section 143 applications concerning land‑use conversions, the Commissioner mandated that all such petitions be resolved within ten days, following the prescribed guidelines. He stressed the need for transparency and swift action in all revenue‑related transactions.

Mutation Files Rejected on the 35th Day – Explanation Required

The official expressed dissatisfaction after observing that a large proportion of mutation files were being turned down on the 35th day of filing. He ordered that a detailed explanation be obtained from the Tehsildar, insisting that mutation matters be examined and closed within the legally defined time‑frame.

‘Khurra’ Cases Stuck for Over Two Years

Long‑standing ‘Khurra’ cases, some pending for more than two years, were also highlighted. Given the undue delay, the Commissioner directed that the concerned Patwaris furnish explanations for the backlog.

Monitoring Mechanism and Public Convenience

To prevent repetitive visits by the public, the Commissioner instructed the Sub‑Divisional Magistrate (SDM) to continuously monitor all pending matters at the tehsil level. He called for a streamlined workflow that guarantees timely and quality disposal of revenue cases.

Advocates’ Request for an Ahlmad Posting

A group of lawyers met the Commissioner during the inspection, urging the immediate posting of an Ahlmad to the tehsil office. The Commissioner assured that the appointment would be processed on a priority basis and appealed to the legal community to help raise awareness about mutation procedures among citizens.

Present at the meeting were Sub‑Divisional Magistrate Gopal Singh Chauhan, Tehsildar Manisha Makrana, and other senior tehsil officials.
